Faster BNOR examination for foreign driving license

If you have a foreign driving licenses from the European Union or member state (Norway, Iceland or Liechtenstein) then the license can be transformed to a Dutch driving license without doing a driving examination.

A driving license from outside the European Union can be used in most of the cases only the first 185 days after arrival in the Netherlands. So, it is advisable to take driving lessons in the mean time and to request a driving test at the BNOR via your driving school.

You don’t need a theory certificate to do the driving examination but before the driving examination starts you must answer some theory questions. Theory and driving examination takes around 60 minutes and you can do the BNOR examination only once.

When you pass this BNOR examination you have no problem to change your driving license to a Dutch driving license. If you failed for this BNOR examination then you must do the normal CBR examination. This means you also need to pass for the theory examination.

“To avoid this from happening it is advisable to take the intermediate driving exam first”.
